Actually, I think in the article, Dave is not referring to an actual government "list," but merely positing that, were such a list of dangerous countries made, the Philippines would be on it, since there is evidence of al Qaeda activity there (and, probably more significantly (al Qaeda activities being practically everywhere), evidence of al Qaeda links to the Abu Sayyaf rebel group that operates partially in the Philippines). It's sort of a stretch, though, unless I'm missing something: the Philippines just don't have the Muslim population to provide the kind of rich terrorist recruiting environment that exists in the Middle Eastern countries that would presumably be targetted by ethnic or religious profiling.
